Michael T. Doweary, a seasoned financial expert, entrepreneur, and leader in municipal finance with over two decades of experience. As the Founder of Dow Tax Service and a Certified Public Accountant, he has guided hundreds of municipalities, nonprofits, and private clients—both in the U.S. and globally—to achieve financial stability and business success. Managing budgets of up to $100 million, he has a proven track record of driving fiscal efficiency, restructuring financial operations, and fostering economic growth.
Currently, Michael serves as the court-appointed Receiver with the Pennsylvania Department of Community and Economic Development’s Office of Receiver, where he plays a critical role in helping financially distressed cities regain solvency. He is leading efforts in the City of Chester, Pennsylvania’s first municipality to file for Chapter 9 bankruptcy, to develop and implement a federal court-approved financial recovery plan. His work involves strategic collaboration with elected officials, creditors, labor unions, and key stakeholders to ensure sustainable fiscal policies and operational efficiency.
Previously, as Business Administrator for the City of York, Michael spearheaded financial reforms that resulted in lowered real estate taxes, an improved bond rating, and restored fiscal stability. His leadership as Fiscal Director of Community Progress Council also revitalized the organization’s financial standing through rigorous oversight and cash flow management.
Recognized as an authority in municipal finance, Michael holds the prestigious designation of Enrolled Agent with the Internal Revenue Service, the highest tax credential recognized by the IRS. He is also Lean Certified and holds a Master’s in Business Administration, leveraging lean management principles to enhance financial processes and operational effectiveness.
Dedicated to giving back to his community, Michael serves on the York College Board of Trustees and as a Finance Committee member of the York County Community Foundation. Passionate about mentorship and education, he volunteers as a teacher with Junior Achievement of South-Central PA, guiding young minds in financial literacy and entrepreneurship. Additionally, he takes pride in leading his local Masonic Lodge, upholding its values of service, leadership, and community engagement.
